Capabilities
One canonical row per citizen. As you type a name, the system flags possible duplicates (phonetic + Levenshtein, blocked when ≥95% match). A backfill scan already produced 2,708 suspect pairs for office review.

A typical day
Typeahead fires after 220ms. Up to 8 candidates with avatar, code, barangay, age. Hover any row — the map zooms onto that resident in real time.
The page lands on the focused resident. InfoWindow shows birthday, exact location, "Open profile / Street View". The marker is drag-to-correct — one move and the new lat/lng saves with audit-trail.
The KPI strip shows AICS released CY26 vs the FY26 budget remaining. The legal-basis panel lists the SP ordinances backing the program. Print the supporting document — auto-formatted, page-break-safe.
Compliance & safety
The 104k+ resident ledger is hidden by default. Operators must search to scope. Every read and write is audit-logged with operator id, IP, and the request path.
Every form has a server-side schema. Required-document checklists generated from one source-of-truth config. One-click PDF + CSV exports.
Every peso has voucher, payee, OR, signatory, source-of-funds (the AICS importer ties each row to source_system + source_record_id from the official spreadsheets).
PDO with emulation OFF. Transaction-wrapped multi-step writes. FK-enforced lifecycle. No dynamic SQL concatenation anywhere.
